CPRE Rooftop Solar Campaign was revitalised in 2025 with three pillars:

  • Enable every UK home to become a clean energy powerhouse, implementing the government's ambition to bake-in rooftop solar on new build homes
  • Deliver a retrofit revolution, adding solar panels to the roofs of warehouses, car parks, schools, hospitals and supermarkets
  • Make best use of our finite land, ensuring that solar developments avoid our most beautiful and tranquil landscapes as well as our best farmland

This session will focus on how we built an impactful campaign, engaged politicians and key energy stakeholders, created and mobilised public momentum - and how this resulted in lasting change. We will discuss tactics used, including amplifying a private members bill to over 10,000 supporters, launching an innovative MP postcard action, and delivering advocacy at party conferences, Wild Summit, the Climate and Nature Mass Lobby, and creating a Clean Power panel.

We will also highlight metrics of success, including:

  • More than half of MPs recognise CPRE's engagement linked to rooftop solar campaign
  • Overwhelming public support for rooftop solar, action on community energy to reduce bills, use pre-developed land, and protect the countryside (Feb 2026 YouGov polling)
  • Government moves towards reducing mega-scale solar and introducing a future homes standard
